In addition to working for contractors and developers, Allison Williams Hill has been employed for over 9 years at the Town and Country Planning Department, BVI Government. She worked on long-term development planning policies and projects and has a working knowledge of laws, regulations, standards, and legal procedures as they relate to development. Dr. Clement E. Hill, II served as an Assistant Secretary in the Chief Minister's Office (now the Premier's Office) for 4 years and revised the Hotel Aid package and developed the consumer legislation, among others. Dr. Hill's Project Demonstrating Excellence (PDE, as labeled by the Union Institute and University) was the Micro Enterprise Development Programme (MEDP) used by the government for BV Islanders to develop persons with ideas into entrepreneurs with operating businesses. Dr. Hill held seminars and workshops on several aspects of small business development for the Trade Department and at H. Lavity Stoutt Community College, some of which were in conjunction with the Office of Small Business Development Centers (SBDC) inthe United States Virgin Islands. Preceded by several years of working in Fortune 100 companies, Dr. Hill's knowledge about small business development transcends the boundaries of the British Virgin Islands.
